Who owns the former Marks and Spencer site in Llandudno as part of a bid for conversion money

North Wales Live revealed last weekend how Conwy Council was bidding for Leveling-Up funding to transform the former Marks and Spencer site in Llandudno. According to the plan, the former M&S in Mostyn Street would become a restaurant and business centre.

The retailer moved from the important high street site this spring and moved into the former Debenhams unit on Llandudno Park. It has left a gaping hole in the city center and nearby traders are already reporting a drop in sales.

Conwy Council said the £20million offer – which also includes funding for Venue Cymru and rural cultural investments – was in conjunction with a private investor. M&S owned the site and it was understood that it would be in the hands of Llandudno Retail Park Ltd once the retailer moved to Llandudno Park.

Land register documents show the M&S site was sold in May for £3m – two months after the move. The registered owner is Stadium Parkgate (Holdings) Limited – a property investment company based in East Yorkshire. It is under the control of SPH 2011, part of the billionaire Healey family’s business empire. The family developed the extensive Meadowhall Center retail park in Sheffield.

Stadium Parkgate (Holdings) previously held the majority stake in Llandudno Retail Park Ltd (recently changed to LSVAF II EMU (Llandudno) but this was transferred to Jersey based Lsvaf Ii Emu Investments Ltd in February.

Marks store plans include:

The board is making three bids to the fund with a proposal for a major investment in the Parc Eirias stadium in Colwyn Bay paving the way for the second round of bidding, which closes on July 6.

Officials originally planned to submit their bid for the M&S revamp and cultural investments to Venue Cymru in a third round in the fall.

But they say UK government officials are now suggesting there will be no third round this autumn so they have had to step up bidding for M&S and a third bid for transport proposals in the Conwy Valley. They warned that these offers may not be “as comprehensive as we would like”.

The UK government said it has not released timetables for the next rounds, but details will be released “in due course”. they will be submitted on the closing date with as much detail as possible by that date.” Robin Millar, MP for Aberconwy, and David Jones, MP for Clwyd West, have been consulted and each of the bids will have a letter of support from the MP concerned.

Edward Hiller, managing director of Llandudno landowner Mostyn Estates, said: “I have been approached by many people asking about the future of the former M&S store. I think it is essential that the building plays an important role in supporting the traditional shopping street.

“When I look along Mostyn Street there are no butchers, cheese makers, delicatessens, fishmongers, artisan bakers. This is definitely a niche market which, s If done well, could be an attractive proposition for residents and visitors.

“I’m sure there are occupiers who can take the property or part of it ‘as is’. However, this may not have the same impact on the centre’s long-term prospects. city ​​as a whole. The old proposals certainly have more merit if they can be achieved. However, the expenditure required would, I imagine, be much greater, as would the associated investment risks.

“There are currently only a limited number of empty units in the city (cancellation rate above 6%), although the two former M&S units occupy high-level frontages close to one of the other. Recent additions to the city include, Happitat, Gilbert & George, Bubble Ninja and Yum Tum Eco. This is in addition to the opening of Aldi, a new M&S store and The Range scheduled for the next two month.”

The Department of Leveling Up said it encourages places that are in a position to do so to submit bids to the current Round 2 of the Fund.
